First in China┃Feiliks Becomes an Enterprise of HK & Macao with a Record of Customs Declaration Entity Registered in Qianhai Free Trade Zone

On May 12, 2023, Feiliks Logistics (Asia) Limited was successfully registered in Qianhai, Shenzhen, becoming the first Hong Kong and Macao enterprises to obtain the record of customs declaration in Qianhai Free Trade Zone.

Shenzhen Customs allows Hong Kong and Macao enterprises with business premises located in Qianhai Shekou Area of Shenzhen, Guangdong Pilot Free Trade Zone and with a registered market entities qualification to directly handle the business of registered customs declaration entities. This is the first innovative case of its kind in China for the purpose of improving the quality and efficiency of customs services for the real economy.

Hong Kong and Macao enterprises with business premises located in Qianhai Shekou Free Trade Zone are allowed to directly handle the registration of customs declaration entities, which has effectively reduced the institutional cost of Feiliks, effectively solved the pain points of operation, increased the competitiveness of Feiliks, and also provided greater possibilities for the cooperation between Feiliks and enterprises of Chinese mainland in various fields.


Background Information

In recent years, the number and size of Hong Kong and Macao enterprises investing in Chinese mainland are on the increase, and the voice for facilitation of import and export policies has also become louder. At present, most Hong Kong and Macao enterprises carry out import and export businesses in Shenzhen by setting up offices (non-legal persons) or commission customs declaration and other “transit” forms which have extended the chain of customs clearance, increased the operating cost, and limited the expansion of the scale of production and operation and the promotion of economic benefits. With the deepening of opening up, the customs, as the bridge at the front line and the main force serving the import and export trade, needs to focus on solving the “blocking points”, “pain points” and “difficulties” concerned by the market subjects, and constantly promote the high-quality development of foreign trade.

Shenzhen Customs, together with the Shenzhen Administration for Market Supervision, has thoroughly implemented the work deployment of the State Council on “streamlining the government, delegating power, and improving government services”, vigorously promoted the integration of domestic and foreign trade, and timely launched the aforesaid registration policy, just for the sake of meeting the urgent needs of Hong Kong and Macao enterprises in directly dealing with import and export business in China, which effectively enables Hong Kong and Macao enterprises to enjoy national treatment, and enhances the level of openness of the pilot demonstration zone to Hong Kong and Macao enterprises, so as to facilitate Hong Kong and Macao enterprises with the entry into domestic market fast, effectively integrate into the double domestic and international cycle, and boost the cooperation between Shenzhen, Hong Kong and Macao in foreign trade.
